Admissions
Admission into the training programs at the FSM FMI is open at least 3 months before the commencement of the programs, with announcements being posted in public places, news-papers for wider circulation and broadcast stations in each of the States. New students arrive at the Institute during the summer months for the safety courses which normally run for a period of four to five weeks. For mid-year admissions, they will follow the normal schedule of course offering and take up the safety courses during the ensuing summer.
Admissions Criteria
Applicants must meet the following admission requirements before being considered for admission into the programs:
- The applicant must possess a certificate in GED, or must have completed high school or 12th grade level prior to the date of admission into the FSM FMI.
- The applicant must maintain a grade point average of at least 2.0 as measured on a 4.0 scale during his/her last grade of high school.
- The applicant must have a police clear-ance from the police department within the applicant’s State or jurisdiction stating that the applicant is clear from any criminal act or violation.
- The applicant must have completed the required physical examination, conducted at an approved medical facility and recorded on the Seafarer’s Medical Fitness Certificate. (A hospital prepared form may be used in lieu of the Seafarer’s Medical Fitness Certifi-cate.) To be considered for admission the cer-tificate must state that the applicant is free from any chronic sickness or disease, is physically fit and mentally alert, and is in all respects fit for duty at sea. The expenses for the physical examination shall be borne by the applicant. The physical examination must have been taken not more than three months before admission into FSM FMI.
- Where the applicant has provided all the required documentation, and his/her grades are within the acceptable limits, then the FSM FMI Admissions Panel would label the applicant as "Eligible Candidate."
Admission Procedure
- The applicant can obtain an Application for Enrollment form, together with the Sea-farer’s Medical Fitness Certificate form, from the FSM FMI Registrar, COM-FSM Campus in his/her State or the National Campus in Palikir.
- The applicant must complete the Applica-tion for Enrollment form and mail it to the Admissions Panel.
The Application for Enrollment must be accompanied by the Following documents:
- A certified copy of a birth certificate or passport for proof of age and citizen-ship;
- A police clearance; and The Seafarer’s Medical Fitness Certificate.
- The applicant must request that all his/her official high school transcripts be sent to the FSM FMI Admissions Panel. College transfer students must also sub mit their official transcript from at least the last college they attended.
- All applications must be received at FSM FMI at least two months before the commencement of the programs.
- Any returning students who have completed their sea-time must inform the FSM FMI Admissions Panel of their readiness to be admitted two months be fore the commencement of the next course.
The FSM FMI Admissions Panel shall select the most suitably qualified applicants among the list of "Eligible Candidate" and inform them of their acceptance at least 6 weeks before the programs commence.

Notification of Admission: Applicants who meet all the admissions requirements will be notified by mail/fax of their acceptance by the FSM FMI as soon as their applications have been reviewed by the Admissions Panel.
Acceptance of Admission: Applicants who have been notified of admission to the FSM FMI and who intend to enroll must do the following:
- Applicants must obtain an FSM Social Security number;
- Applicants must inform the Registrar or the Admissions Panel in writing at least 4 weeks before the commencement of the programs of their accep-tance to enroll in the program.
- For travel arrangements and ticketing, successful candidates from Pohnpei must check with the National Campus in Palikir, and the others from Chuuk and Kosrae States shall check with the respective COM-FSM Campus Directors.
Transfer Students
Students who have earned satisfactory grades in another maritime college or institute can ap-ply for admission and may be given advanced standing at the FSM FMI. Each applicant must submit to the FSM FMI Admissions Panel a completed Application for Enrollment form, an official copy of transcript from each maritime college or institute previously attended. In ad-dition the following must also be supplied:
- A certified copy of a birth certificate or pass-port for proof of age and citizenship; A police clearance; and The Seafarer’s Medical Fitness Certificate.
- The Application for Enrollment and the Sea-farer’s Medical Fitness Certificate can be obtained as per Admission Procedure provided in sub-paragraph 1.
- Advanced standing for previous satisfactory college or institute’s work can only be given consideration upon receipt of previous college and/or institute’s records.
Readmissions
Students terminated for cause will not be read-mitted to the FSM FMI. However, students who left because of academic suspension may be readmitted upon showing of proof that they have passed a course of instruction in areas related to those in which they had failed. All costs associated with the readmission of aca-demically suspended students will be borne by the readmitted students. Students who are ab-sent from school for at least an academic year may apply for readmission and, provided they have not forfeited their transportation entitle-ment, may receive transportation to and from the FSM FMI in Yap. Applications for read-mission must be submitted at least 2 months before the commencement of the course of in-struction for which the student plans to return. Applications for readmission are considered on an equal basis with the students applying for initial admission to the FSM FMI. Students are readmitted upon the recommendation of the Admissions Panel.
