M E M O R A N D U M MEMORANDUM To: All Concerned From: President, COM-FSM Subject: President’s Update #262 Accreditation The substantive change report on the Small Engine, Equipment, and Outboard Motor Repair Certificate was adopted by the Board of Regents at their teleconference meeting on October 19, 2005. The proposal was submitted to the Accrediting Commission for Junior and Community Colleges at Western Association of Schools and Colleges for their review and approval sometimes this month. The implementation of this program is pending the approval of the Commission. The Western Association of Schools and Colleges (WASC) is sponsoring two separate training workshops for the Accreditation Liaison Officers (ALO) and Chief Executive Officers of the Community Colleges during the week of November 17, 2005. The ALO and President will be attending these training workshops. Board of Regents The Board of Regents had a teleconference meeting on October 19, 2005, and adopted the substantive change proposal on the Small Engine, Equipment, and Outboard Motor Repair Certificate. The Board also directed the administration to concentrate its efforts on clearing all legal issues on Chuuk High School site as the possible permanent site for Chuuk Campus. The Board of Regents has not ruled out the other two sites that are being considered for the permanent sites for Chuuk Campus and administration will continue to also work on resolving legal issues relating to these two sites. Budgets for Fiscal Year 2007 The fiscal year 2007 budgets from all component units at the College have been submitted to the Comptroller’s office. The Comptroller is consolidating these budgets and will be scheduling budget hearings with the Vice Presidents, Directors, and Finance Committee. The consolidated budgets for fiscal year 2007 should be ready for Cabinet’s review and recommendation by the 2 nd week of November. The system wide budget will be presented to the Board for review and adoption at its December 5-8, 2005, meeting. FSM Government Provides $6,909,240 for Operation of the COM-FSM in FY 2006 The Congressional Act No. 14-31 was signed into Law on September 30, 2005, by President Joseph J. Urusemal appropriating $6,909,240 for the operations, programs and projects at the College during fiscal year 2006. The sum appropriated in the Law is apportioned as follows:
The Administration of the College would like to express appreciation, gratitude, and thanks to the National Government/FSM Congress for their continued assistance and support of the College. Release of $633,333 by JEMCO for COM-FSM FY 2006 Operation JEMCO has released $633,333 of the College’s FY 2006 funds for its first two months operation. The JEMCO attaches no restrictions on the uses of the released funds. Staff Development The San Diego State University will be offering an online Masters Degree program to a cohort of twenty students in Pohnpei. The program will commence sometimes in February 2006, and the deadline for submitting application for admission into the program is on November 30, 2005. The contact person at the College for this program is Mrs. Jean Thoulag, Vice President for Instructional Affairs. The following faculty and staff have indicated that they are interested in enrolling in this program and need to see Jean for completing the application for admission:
Update from Math/Science Division Ethnobotany class was honored to have Dr. Michael Balick as a visiting guest lecturer this past week. Dr. Balik is the Vice President and Chair of Botanical Science Research and Training at the New York Botanical Garden. He is also the Director and Philecology Curator, Institute of Economic Botany. Dr. Balick currently serves as an Adjunct Professor at Columbia University, New York University, Yale University, and City University of New York. He is an active mentor to postdoctoral, masters, and international fellowship students. He is also a co-founder of a course that teaches herbal medicine to practicing physicians and other health care professions, run in collaboration with Colombia University’s College of Physicians and Surgeons and the University Program in Integrative Medicine. Drug Free Fun Walk/Run The College of Micronesia-FSM’s 6.5K Drug Free Fun Walk/Run is scheduled to take place on November 4, 2005, at 4:00 p.m. The Drug Free Fun Walk/Run will start at the National Campus’ main parking lot and will finish at the Spanish Wall Park. The registration fee for the Walk/Run is $5.00. The proceeds from the Walk/Run will be given to the College of Micronesia-FSM’s Endowment fund. Students are encouraged to submit their registration forms to Mrs. Norma Edwin so their registration fees can be covered by funds set aside for this purpose. Faculty/Staff are encouraged to participate in this important event. Registration forms are now available at the Admissions and Records office, SSSP office, and Sports and Recreation office. Update from the Human Resources Office At their September meeting in Chuuk, the Board of Regents approved the proposed policy to have the same minimum qualifications for both full-time and part-time instructors, except for PE instructors. This policy can be found in the Personnel Policy and Procedure Manual under Section VIII 7.c. The College is pleased to welcome the following new staff members: William Mailpiy, Research Specialist II (National Campus/Research & Planning); Tetaake Yee Ting, Student Services Specialist II (National Campus/SSSP); Lore Nena, Student Services Specialist lV (National Campus/Counseling); Robel Basa, Accountant lV (National Campus/Business Office); and Skipper Ittu, Business/English Instructor (Kosrae Campus). The College wishes the very best for Jesusa Timbang, Accountant lV (National Campus/Business Office), who has submitted her resignation from the College effective November 21, 2005. The Human Resources Office has recently sent out employee evaluation reminders. Supervisors are asked to please complete appropriate evaluations and return them to the Human Resources Office in a timely manner. Upcoming Holidays We have three upcoming holidays this month as follows: Thursday, November 3, 2005 for FSM Independence Day; Tuesday, November 08, 2005 for Pohnpei Constitution Day; and Friday, November 11, 2005 for Veterans Day. Full time regular staff by nature of their work who will be required to work on these days will be compensated with holiday pay. Christmas Card Design Contest The President’s Office is sponsoring a contest among all full- and part-time students for design of the College’s official 2005 Christmas card. The rules are as follows:
