[RFP N0.B2023-08] FOR STRATEGIC PLANNING CONSULTANT

PURPOSE:
The College of Micronesia-FSM (COM-FSM) is seeking proposals from qualified educational consultants to provide guidance in the development of a strategic plan that will determine the current and long-term demand for certificates and degree programs in the Federated States of Micronesia (FSM). The developmental plan proposal must address organizational change to enhance deliver of the instructional programs effectively by minimizing duplication of services without compromising equity of access and maintaining U.S. accreditation.

SCOPE OF WORK:
All consultants submitting a proposal should be prepared to:

• Develop an overall plan for automation or digitization of most operation of the college, which include electronic signature, approval of documents.
• Recommend organization structural changes to minimize duplication of services without compromising equity of access to programs and services.
• Develop plans for the college to deliver courses from faculty at all of the college campuses to students enrolling in the FSM and outside of the FSM.
• Investigate regional and national trends and provide well-informed recommendations for program offerings, optimal locations and delivery modes to maximize student enrollment.
• Recommend strategies for increasing student enrollment by connecting high schools in the FSM with enrollment data and close partnership to recruit students to the college.
• Develop plan for the college to drive private sector and partnership with the government to advance technical and vocational skills for the FSM.
• Review and put in place a new salary scale for the college to implement to keep and recuit qualified faculty and staff.
• Develop plans for COM-FSM to play a role in building the FSM economy.
