[RFP No.B2022-09] For Strategic Planning Consultant
PURPOSE:
The College of Micronesia-FSM (COM-FSM) is seeking proposals from qualified educational consultants to provide guidance in the development of a reengineering/sustainability plan that will determine the current and long-term demand for certificates and degree programs in the Federated States of Micronesia (FSM). The developmental plan proposal must address organizational change to enhance deliver of the instructional programs effectively by minimizing duplication of services without compromising equity of access and maintaining U.S. accreditation.
SCOPE OF WORK:
All consultants submitting a proposal should be prepared to:
- Collect and analyze primary and secondary data
- Conduct stakeholder interviews, focus groups, and surveys
- Complete market research and comparatively analyze similar higher education centers and markets
- Investigate regional and national trends and provide well-informed recommendations for program offerings, optimal locations and delivery modes to maximize student enrollment.
- Recommend organization structural changes to minimize duplication of services without compromising equity of access to programs and services.
