GENERAL PURPOSE: The College of Micronesia-FSM (COM-FSM) is seeking proposals from experienced and qualified organizations or individuals to develop/assess evaluation tools and planning to facilitate data collection and analysis, preparation of POET grant reporting, and to assist with TeleECHO Oral Health Clinic Program as stated in the terms, conditions, and specifications contained in this Request for Proposal (RFP).
SCOPE OF WORK: The College of Micronesia-FSM Instructional Affairs wishes to acquire a consultant to conduct evaluation planning and implementation for program purposes created for the targeted stakeholders on program issues, resources, evidences through data gathering, analysis, and reporting as per initial work detail sample below.

Instructional Affairs – Health Sciences/Dentists and Doctors for Tomorrow(DDFT)/Pacific Oral Health Education and Training Grant |
1) Create and oversee program evaluation including: a. Written evaluation plan with clear instructions and training; b. One face to face meeting a year with monthly communication and participation in to assist in developing the evaluation tools facilitating data collection and analysis and preparation of reports for the POET program; c. Assistance with creating data collection database; d. Assistance with preparing annual progress report. 2) Assist with the establishment of ECHO Oral Health Teaching Clinics including: e. Assistance with surveying potential participants about best times/topics; f. Assistance with recruiting hub experts g. Assistance in designing session flow/incentives. 3) Assist with the exploration of teledental support for oral health providers in the Federated States of Micronesia: h. Assistance in identifying accredited partner schools of dentistry in the United States and the Asia-Pacific region to provide teledental specialist consultations i. Assistance in establishing teledental support services, including technical assistance |
Eligibility and Qualifications of the Consultant
To be eligible to respond to this RFP, the organization/individual must have a master’s degree in an area related to oral health, medicine, public health, epidemiology, social sciences, allied health disciplines, or program evaluation and monitoring; five years of experience in higher education teaching in one or more of the following areas: oral health, medicine, allied health, or associated topics; working knowledge of topics related to medicine, dentistry, healthcare, education, international development, and the delivery of services in a resource-limited environment; demonstrated ability to establish and sustain positive working relationships and collaboration among a diverse group of stakeholders; excellent written and verbal communications skills (must be well versed in Microsoft Office programs); experience evaluating grant projects and ability to collect, interpret, and present data in a meaningful way.
Terms & Conditions
The following are details for the project implementation and the payment terms:
- Period of Performance – The services of the organization/individual shall commence on August 1, 2020 and ends on August 31, 2020. The services duration is subject to changes at Program Principal Investigator’s discretion in which best fit the work schedule timeline to allow required scope of work completion.
- Terms of Payment – One Payment will be processed through check or through wire transfer to the organization/individual upon submission of the work completion report and invoice through the Principal Investigator as the contracting/certifying officer. (Please submit detailed budget)
