[RFP] For Expression of Interests For purchase of Piglets

GENERAL PURPOSE: The College of Micronesia-FSM is requesting for expression of interests from any individual, firm, or entity to submit a Letter of Interest for the purpose of compiling respondents listing to participate in the negotiation processes with the objective of establishing and executing any binding contract(s) toward purchases of piglets from the piggery demo farm. The piggery demo farm by-products (piglets) are to be sold by the college not for profit, or commercial purposes, but solely for the sustainability of its operations and recovery of the piggery’s direct costs of feeds and and other related expenditures in accordance with the approved MOUs, policies, procedures, and guidelines.
BACKGOUND: The piggery demo farm has an annual estimated production of 100-120 Landrace Breed piglets ready to be turned over to the successful Contractor(s) on the fifth week after birth. Landrace breed best characterized with white skin free from black hair. They are a lop-eared pig with a long middle, light forequarters, and excellent ham development. The piggery demo farm is to provide regular pig breeding technology demonstrations to support the college mission in the delivery of education and training programs in line with the economic and social objectives of the FSM under the MOU dated March 18, 2019.
SCOPE OF SALES: The successful respondent(s) will enter into procurement contract(s) to purchase any negotiable quantities of piglets weighing between 20-25 lbs each, and not less within the agreed schedule(s). All piglets’ sales proceeds shall be allocated into the revolving by-product account to sustain the piggery demo farm operations and its purposes only.
SUBMISSION DEADLINE: The submission deadline is Thursday, July 30, 2020, no later than 5:00pm Pohnpei Time.

TERMS/CONDITIONS: The respondents has the option during the negotiations to determine the desired quantity of piglets within the estimated annual production to be purchased under any binding contract. The Contractor/Buyer is responsible to make payment through the Business Office at the National Campus within the executed terms and conditions in exchange for the piglets. All other terms, conditions, and details are open for negotiations prior to any contract execution.
REVIEW RIGHTS: The College of Micronesia-FSM reserve the right to accept or reject any or all responses to this RFEOI and to enter into discussions, or negotiations with one, or multiple as many respondents at the same time, if such action is in the best interest of the College of Micronesia-FSM.
