[RFB] For Dining Hall Food Wastes (“Pig Feed”) Collection Removal/Disposal Services

GENERAL PURPOSE: The College of Micronesia-FSM is soliciting for proposals from any interested individual, firm, or entity to provide the National Campus Dining Hall with Food Wastes (Pig Feed) Collection Removal/Disposal Services.  The college wishes to acquire the services to enhance Dining Hall daily sanitation with the concepts of reduce, reuse, and recycle of the food wastes, disposable scraps, and the specified by-products into pig feed and other purposes deemed applicable at the contractor’s disrection.

SCOPE OF SERVICES: The successful contractor will be responsible for the daily food wastes, disposable scraps, and by products collection removals and disposals from the premises between 3:00-7:00pm, including weekends and holidays.  The contractor shall provide the services designed to support COM-FSM Dining Hall Food Services, Operations, and its working environment in a sustainable manner within its core values and principles of good practices to promote sanitation, safety, security, and collaborations to achieve the services contract performances effiencies.

BID SUBMISSION DEADLINIE:  The submission deadline is Friday, June 26, 2020, no later than 5:00pm Pohnpei Time.  All interested bidders are encouraged to sumbit proposals and inquiries via email to: procurement@comfsm.fm, or in person per contact information below:

TERMS/CONDITIONS: The Contractor is expected to provide offset proposal of pigs in quantites and weight range scales in pounds offer to support the various college functions and activities identified  below, in which are open for negotiations prior to any contract issuance and execution. 

The Contractor Agrees to:

1. Provide reasonable offer of pigs with deliveries for the following functions/activites:
2. Annual Meetings
3. College Annual Celebration.
4. Mid-Year and Spring Graduations
5. Endowment Fund Raising Campaigns.
6. Contribute pigs to the college through the COM-FSM Business Office to be sold for the college endowment fund. The college may request for pigs in advance for the fundraising activities.
7. Provide its Own Containers for the storage of pig feeds on a daily basis from 3:00 pm to 7:00 pm.

            COM-FSM Agrees to:

1. Inform the Contractor or the designee through VPAS as to the delivery dates and times for the pigs
2. Dispose the pig feed from the container if pig feed contractor fails to pick up by 7:00 pm.
3. Turn over the food wastes, disposal scraps, and by-products from the daily servings from the Dining Hall as pig feed to the Contractor. The by-products includes fish bones, fish heads, taro head sett, rotten/spoiled produce/local food crops such as yams, bananas, and breadfruits.

 REVIEW RIGHTS: The College of Micronesia-FSM reserve the right to accept or reject any or all responses to this RFP and to enter into discussion, or negotiations with one or more qualified bidders at the same time, if such action is in the best interest of the College of Micronesia-FSM.
